1. Take your selected picture in PS, duplicate it and go to Filter> Sharpen> Sharpen

2. Merge the two images together and it should come out a bit clearer.

3. Then, read my tutorial or touch up the person's face your own way.

4. Once that's done, duplicate the originial picture and set it to screen.

5. Click Image> Adjustments> Brightness/Contrast. Adjust the brightness to -20 and the Contrast to 20.

6. Then select Layer> New Fill Layer> Solid colour


7. When this box comes up, just press OK. Fill with color #04B4AE and set it to Overlay at 55% opacity

Done! Hope your image turned out the way you wanted :P
