1. Take your picture and go to Layer>> Duplicate Layer.
2. A window will come up asking what you would like to name the new layer. It doesn't really matter so just go on by clicking 'OK'
3. Next, click on Filter>> Blur>> Motion Blur. A settings window should pop-up. Make sure everything looks like this with the Angle at 0 and the Distance at 30 pixels. Press 'OK'
4. In your Layers Panel (you can access this by hitting F7 on your keyboard) where it says Normal, set it to Overlay. You can play around with the Opacity to get your desired effect but I used 100%
5. All you have to do now is press Ctrl + E or Layer>> Merge Layer. This will combine the two pictures together! Hope this has helped :)
